The United States is aiming to reduce or eradicate its trade imbalance by using protectionist measures. There are two main reasons behind protectionism in the United States. One is an attempt to secure jobs in certain sectors of US industry. Another reason is the alarm it feels in the face of China’s rapid development in information technology (IT) and other areas of advanced technology. The latter concern is shared by many members of the US Congress and business leaders, and this makes it possible that measures against China may continue long beyond the Trump presidency. I propose three options that the rest of the world can take in these circumstances to persuade the United States to return to a rule-based free trade system: (1) a possible U-turn in US policy would be brought about by the increasing severity of the negative impact of protectionist measures on the US economy itself; (2) the world’s major economies -Japan, the EU, China, and so on- to work toward comprehensive and liberal regional integration without the United States on trade and investment, and thus push the United States into a disadvantageous position; and (3) countries that share interests in common, like Japan and the EU, to involve the United States in efforts to reform the World Trade Organization (WTO).","subitem_description_language":"en","subitem_description_type":"Abstract"}]},"item_3_description_6":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"This essay was originally published on Kokusai Mondai [International Affairs], No.677, Dec. 2018.","subitem_description_language":"en","subitem_description_type":"Other"}]},"item_3_publisher_16":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"日本国際問題研究所","subitem_publisher_language":"ja"}]},"item_3_publisher_18":{"attribute_name":"出版者(英)","attribute_value_mlt":[{"subitem_publisher":"Japan Institute of International Affairs","subitem_publisher_language":"en"}]},"item_3_text_17":{"attribute_name":"出版地","attribute_value_mlt":[{"subitem_text_language":"ja","subitem_text_value":"東京"}]},"item_3_text_4":{"attribute_name":"著者所属(英)","attribute_value_mlt":[{"subitem_text_language":"en","subitem_text_value":"Professor of Economics at Graduate School Asia-Pacific Studies, Waseda University"}]},"item_creator":{"attribute_name":"著者","attribute_type":"creator","attribute_value_mlt":[{"creatorAffiliations":[{"affiliationNames":[{"affiliationName":"Professor of Economics at Graduate School Asia-Pacific Studies, Waseda University","affiliationNameLang":"en"}]}],"creatorNames":[{"creatorName":"Urata, Shujiro","creatorNameLang":"en"}],"nameIdentifiers":[{"nameIdentifier":"1984","nameIdentifierScheme":"WEKO"}]}]},"item_files":{"attribute_name":"ファイル情報","attribute_type":"file","attribute_value_mlt":[{"accessrole":"open_date","date":[{"dateType":"Available","dateValue":"2019-08-22"}],"displaytype":"detail","filename":"JapanReview_Vol2_No4_05_Urata.pdf","filesize":[{"value":"88.4 kB"}],"format":"application/pdf","licensetype":"license_note","mimetype":"application/pdf","url":{"label":"JapanReview_Vol2_No4_05_Urata.pdf","url":"https://jiia.repo.nii.ac.jp/record/1077/files/JapanReview_Vol2_No4_05_Urata.pdf"},"version_id":"a2ef2946-f86e-4689-bebc-c5fcf56fea66"}]},"item_language":{"attribute_name":"言語","attribute_value_mlt":[{"subitem_language":"eng"}]},"item_resource_type":{"attribute_name":"資源タイプ","attribute_value_mlt":[{"resourcetype":"article","resourceuri":"http://purl.org/coar/resource_type/c_6501"}]},"item_title":"The Free Trade System Facing the Threat of Collapse","item_titles":{"attribute_name":"タイトル","attribute_value_mlt":[{"subitem_title":"The Free Trade System Facing the Threat of Collapse","subitem_title_language":"en"}]},"item_type_id":"3","owner":"2","path":["40"],"pubdate":{"attribute_name":"公開日","attribute_value":"2019-08-22"},"publish_date":"2019-08-22","publish_status":"0","recid":"1077","relation_version_is_last":true,"title":["The Free Trade System Facing the Threat of Collapse"],"weko_creator_id":"2","weko_shared_id":-1},"updated":"2024-02-27T08:00:32.910103+00:00"}
