Unlike the Aquino Administration that challenged China’s maritime expansion, the Duterte Administration is appeasing China’s maritime expansion in exchange for trade concessions and investments. President Duterte’s goals are to foster closer economic and diplomatic relations with China, while distancing the Philippines from the U.S. President Duterte has degraded the previous administration’s close security ties with the U.S. as he terminated joint Philippine-U.S. naval patrols in the South China Sea, and reduced the number and scope of U.S. military interactions with the Armed Forces of the Philippines (AFP). The Duterte Administration has also shelved the 2016 UNCLOS ruling, arguing that enforcing it has a minimal chance of success.
